Problem: The Balanced Scorecard (BSC) aims to integrate strategy with performance measures, but its lack of mechanisms for buy-in, causal validation, and feedback makes it vulnerable to resistance, misaligned initiatives, and gaming of targets, leading to frequent implementation failures. Solution: The Strategy and Tactics (S&T) tree links every strategic objective (‘what for’) with clear tactics (‘how to’) and the assumptions behind them, ensuring logical cause–and-effect validation, sequencing, and buy-in across all levels of the organisation. It replaces rigid top-down mandates with a structured, assumption-driven roadmap that aligns strategy, tactics, and implementation in a collaborative, adaptive way. Benefits: Ensures real alignment between company goals and individual actions, eliminates system tampering, and fosters collaboration through collective targets. Provides focused measures as signals (not noise) and creates fast feedback loops, enabling continuous learning, course correction, and sustainable performance improvement.

Key Takeaways

This article contrasts Kaplan & Norton's Balance Scorecard (BSC) with Dr. E Goldratt's Strategy & Tactics (S&T) Tree. BSC attempts to merge financial/non-financial metrics, but it struggles with buy-in, goal clarity, and feedback. S&T excels with clear cause-and-effect, aligned goals, and robust feedback.
